Local Innovation Agenda (LIA) in Basque Country

The Local Innovation Agenda (LIA) is an initiative launched by EUDEL (Basque Association of Municipalities) in collaboration with the Basque Government and the three Basque Provincial Councils (Álava, Bizkaia and Gipuzkoa) with the main objective of integrating the Basque municipalities to the strategy shared by the group pf people and entities that work for the promotion of innovation in the Basque Country.

The Local Innovation Agenda (LIA) is an initiative that incorporates the principles of the Digital Local Agenda from the II World Summit of Cities and Local Governments on the Information Society that took place in Bilbao and broadens its action fields. It is an instrument for the deployment of innovation projects and the development of innovation abilities in three main areas closely related to each other:

  • New services, new ways of supplying services and new management styles in order to give value to the society. Having as reference, the Spanish Law 11/2007 of electronic access to public services for citizens.
  • The implementation of policies and initiatives oriented towards building municipal competitive advantages through the use of innovation abilities.
  • The promotion of practices in the field of transparency and citizens´ participation with the aim of improving the proximity between the public institutions and the citizenry, to orientate and use the collective knowledge in the decision making process and to go deeper in the democracy principles.


The main characteristics of the Local Innovation Agenda (LIA) are:

  • Centred in the municipalities.
  • Conceived for all the municipalities, regardless their size.
  • Based on the citizens´ participation and the cooperation among all the local agents.
  • Collaborative, it seeks the exchange of knowledge and experiences and it is based on the institutional cooperation.
  • Oriented towards the action, setting gradual progresses.
